Minister for Finance, Services and Property

Biography

Victor was born, raised and educated in Ryde. He attended Holy Spirit Primary School in North Ryde and Marist College Eastwood before studying law at Macquarie University and through the Solicitors Admission Board. Victor’s father attended school at St Anthony’s Primary and Marist Eastwood, and his mother attended North Ryde Public School.

He practised as a commercial lawyer for 14 years, including 8 years as a partner in a commercial law firm. During his legal career, Victor represented clients in a number of landmark cases in both the Supreme Court of NSW and the High Court of Australia. In 1995, Victor was elected as a Councillor of Ryde City Council and served until 2004.
Victor was elected to the New South Wales Parliament in 2008 with a swing of 23.1 per cent, one of the largest in the State’s history.

In 2011, Victor was sworn in as Minister for Aboriginal Affairs and Minister for Citizenship and Communities. In 2014, Victor also became Assistant Minister for Education.

In 2015, Victor was sworn in as the state’s first Minister for Innovation and Better Regulation.

Whilst Minister for Innovation and Better Regulation Victor introduced historic reforms to the State’s strata laws. He also launched FuelCheck providing customers with real-time updates of fuel prices to ensure they receive a better deal at the bowser.

In 2017, Victor was sworn in as the Minister for Finance, Services and Property. In his current role, Victor has oversight of Service NSW, Office of State Revenue, the Land Titles Office, Government Property NSW, Government Procurement, the State Insurance Regulatory Authority (SIRA) and the Government’s ICT Strategy.

Already Victor has introduced reforms to the Compulsory Third Party (CTP) Green slip scheme that will improve support to injured motorists and reduce the cost of premiums. Under Victor’s leadership, Service NSW has an average 98% customer satisfaction score.

Prior to his parliamentary career, Victor cherished the opportunity to travel to many places around the world and looks back fondly on his experiences in India, Central and South America, Europe, the US and Asia.

He is also a passionate supporter of West Tigers rugby league team.
